In Episode 22 it is revealed that Meimei is in fact Mazu, to hide herself from danger, she sealed her powers and memories quickly into a form of a young girl temporarily once she sensed danger. It's a self-defence ability which happens when Mazu's extremely scared and she can't revert to her old form until it's safe.
